I'm thinking an MBA is not what you need for government work - what you're going to want is an MPA or an MA/MS in some high need area. You'll need to narrow down exactly what you want to do in the foreign service arena before you can really make the decision. If you're looking at becoming an area expert then the MBA isn't the toolbox you'll want. If you're wanting to work in economic development then it may well be. If you want to work in international law or humanitarian relief, the MBA may be a hindrance over an MA/JD combination. Redefine your goal into a more specific focus and the degree you need will be easily determined.

As for the music dream - that's not exactly a compatible role with your other dream but there's nothing wrong with taking a year or two to follow a dream and see where it leads. An MBA in anything can land you in the music industry business side but they likely won't be paying your 6-figure goal.
References :
I would suggest following one's dream as long as it is attainable which is sounds as though your ultimate goal is. You are very intelligent to want to serve in the US government in some capacity or even abroad (though being in a foreign country seems so treacherous especially these days :) When you mention 'recording studio', I'm presuming that you are referring to a recording artist such as michael bublee or whitney houston or such. The MBA with a concentration in international business does sound like a much more practical career path as opposed to trying to break into the entertainment business/music industry though it's your prerogative which road that you take ;)

Perhaps you can talk with someone from Georgetown in the student counseling department about your options to aid you in your decision. And most colleges offer music as a major (or perhaps even minor) so perhaps you can think about it longer while attending school. Wishing you the best of luck and hoping that you make a decision that offers you fulfillment.

P.S. CoachT has a great point about perhaps going with a major that is geared more towards courses that can give someone a more broad education relating the government. Perhaps a degree in political science or public administration would be more suitable if you would like to strive for working with congress or in some capacity with the government.
References :
Yes, your plan sounds great so far and Georgetown is an excellent school. I don't know about salary though - nothing's guaranteed, but I would say that yes, with great work experience and some luck, you'll probably end up making 6 figures. But don't expect to make that salary as soon as you graduate - you need the work experience and some good breaks.
